You may register to vote in Dare County if you are:
·         A citizen of the United States
·         18 years of age or older by the date of the next general election (Preregister to vote if you are 16 or 17 years old)

·         A person convicted of a felony whose citizenship rights have been restored and who meets the above requirements

  COUNTY GOVERNMENT STRUCTURE
Dare County has a county commission-county manager system of government. A seven member Board of Commissioners sets policy and a County Manager, appointed by the Commission, executes policy directives. Commissioners are elected to four-year terms, some of which expire each even-numbered year. All Commissioners except one at-large seat must reside in a specific district. Each Commissioner is elected in a county-wide election. The Board elects a chairperson and vice-chair for a one year term at its organizational meeting in December.
The Board has countywide responsibility for educational funding, libraries, Parks and Recreation, Emergency Medical Services, and tax assessment.  The Board is the sole governing body for the unincorporated areas of Dare County including Colington, Martin’s Point, Manns Harbor, Stumpy Point, East Lake, Wanchese, Northern Roanoke Island, and all of Hatteras Island. In  these areas, the County is responsible for planning, zoning, solid waste management and law enforcement.

The Office of the Clerk of Superior Court is responsible for all administrative, clerical and record-keeping functions of the District and Superior Courts. With the exception of juvenile files, adoption records and certain other confidential records, files in the Clerk’s office are public records and available for inspection to the public. The Clerk serves as Comptroller and Judge of Probate, with exclusive original jurisdiction over matters regarding the probate of wills and administration of estates in his county. The Clerk also presides over many other legal matters such as adoptions, incompetency and guardianship proceedings, partitioning of real property, name changes, real estate foreclosures, and petitions for surplus funds.
  NORTH CAROLINA COURT SYSTEM  
The North Carolina court system consists of an Appellate Division, a Superior Court Division, and a District Court Division. A chief justice and six associate judges, elected for 8-year terms, serve on the Supreme Court. The Court of Appeals is served by a chief justice and 14 associate justices elected for 8-year terms. Dare County is served by two Superior Court judges and five District Court judges. Superior Court judges rotate throughout the state, and District Court judges rotate throughout their division and district. Dare County is in the 1st judicial district of the 1st division, which has seven counties. Only persons qualified to practice law in North Carolina are eligible for election or appointment to any of these courts.

This office is custodian of Dare Co. vital statistics and is the repository of real property records including deeds, deeds of trust, and plats of all subdivisions. A 5-member board, appointed by the county commissioners for 3-year terms, makes policies and oversees operations for the sale of distilled spirits and wines, 17% alcohol and above by volume, and mixers of 1% or more alcohol. Net profits are allocated according to state law. In Dare Co., allocations include the Department of Social Services, the County General Fund, and the incorporated towns.

The commission is made up of 8 members, each appointed by the Dare Co. Board of Commissioners for 2-year terms. This commission is concerned with matters involving the stabilization of Oregon Inlet, helping to provide continual & safe passage through Hatteras Inlet & working closely with all elected officials to achieve these goals. It is also concerned with issues pertaining to public waterways & county maritime facilities (boating & piers).

The Bureau promotes the county’s major industry: tourism. The Bureau is governed by the Dare Co. Tourism Board. Thirteen members are appointed to 2-year terms by the County Commissioners representing various tourism-related constituencies as specified by state legislation.
  TOWNS   The incorporated towns of Duck, Kill Devil Hills, Kitty Hawk, Manteo,  Nags Head and Southern Shores have their own municipal governments. Each is governed by a town council or board of commissioners. Mayors in Kill Devil Hills, Kitty Hawk, Manteo, Nags Head and Southern Shores are elected by the voters; in Duck the mayor is elected by the town council from among its members. All municipalities have a town manager. Each town provides for its own police and fire protection, road maintenance, solid waste collection, zoning, planning, and building inspectionfunctions.

Dare County residents pay real estate and personal property taxes to the County for county services and if they live within a town, pay additional property taxes to their town for town services. Citizens in unincorporated areas are taxed by the County for fire protection, certain community centers and trash collection.
A 1% land transfer tax is divided between the County and the towns.
A 6% occupancy tax for hotels, motels and rental properties including online travel & Airbnb is divided as follows: ·         2% to Dare Co. for beach nourishment and shoreline protection. ·         1% to the Dare Co. Tourism Board. ·         3% divided between county and town governments with 35% of the net amount going to the towns and 65% going to the county. The proceeds must be used for “tourism impacted” services.
A 1% prepared food and beverage tax and a 1% occupancy tax for   hotels, motels, and rental properties enables the Dare Co. Tourism Board to promote year round travel and tourism. Of the total, 25% must be used to alleviate the impact of tourism.
A State sales tax of 6.75% applies to most goods.

Dog licenses are renewable Jan. 1 of each year at the Dare Co. Animal Shelter in Manteo, Northern Beach Office in Nags Head, & Health Dept in Frisco. Proof of rabies vaccination is required. Kill Devil Hills requires a town license. Animals are required to wear tags at all times.
Hunting and fishing licenses are required. NC residents can order by calling toll-free 888-248-6834 or 919-707-0010, Mon.–Fri. 8AM–5PM, with payment by Visa or Master Charge only. Licenses are also available at stores that sell sporting equipment, at some general stores in hunting and fishing areas, and through the internet. Trained personnel are available to assist with online computer searches as well. The Beach Food Pantry’s mission is to provide direct nutritional assistance to Dare County residents in a temporary crisis or emergency situation. One-on-One mentors are matched with a youth with whom they spend time with at least twice a month, for the period of one year. Group mentors are paired with one or more youths, at group activities & other Friends of Youth sponsored events. The organization serves youths ages 6-17.

Dare County Emergency Management is a unit of Government with the lead role in preparing for and coordinating response to emergencies both natural and man-made. The measures applied are an “All Hazards” emphasis reflecting prevention, response, recovery and mitigation programs.  Dare County Emergency Management is the local equivalent of the NC Division of Emergency Management at the State level. It works closely with all agencies (public & private) before, during and after emergencies to ensure for the protection of lives & property. Emergency Management has a full-time professional staff that receives specialized training in many varied fields. Like other public safety officials, staff members serve the community 24 hrs a day 365 days a year.

Fire protection is provided throughout the 860+ square miles of Dare Co. by 400 volunteer and career fire fighters in 14 individual fire districts  which support 17 fire stations and Hatteras Island Rescue. Each municipality is responsible for its own fire protection. The Dare Co. Fire Marshal acts as the liaison between the County Board of Commissioners and its fire districts. The office is responsible for the enforcement of the NC State Fire Code, assists the local fire departments in conducting fire investigations and cause and origin determinations. The office maintains a countywide fire data reporting system, is active in the area of fire prevention, and designs programs that are geared toward all citizens.

Dare Co. EMS operates ground ambulances and an emergency medical helicopter out of 8 stations throughout the county. EMS provides advanced life support emergency medical care to all areas of Dare Co. 24 hours a day, 7 days a week. Emergency patients are transported to The Outer Banks Hospital and, if needed, transported by ambulance or helicopter to tertiary care hospitals in Elizabeth City, Chesapeake,  Norfolk, & Vidant Pitt Greenville. Dare EMS provides injury prevention programs, various life support training classes, and other educational opportunities for EMS professionals.

Operated for the county under contract by the Outer Banks SPCA, it rescues stray dogs and cats, provides adoption service, low-cost spay/neuter programs, injured animal rescue, bite cases and rabies control, animal cruelty investigations, lost and found pets, humane education and other programs.
Rabies inoculations are required by the state for dogs and cats. Low cost rabies clinics are held periodically throughout the county. Proof of current rabies inoculation is required to obtain a Dare Co. dog license. Most towns have leash laws and may restrict dog beach access to off-season only.
Injured or dead red wolves: Report to US Fish and Wildlife Service, Alligator River National Wildlife Refuge Office, 473-1131 x246.
Report stranded, injured or dead whales, dolphins, porpoises or seals to the Marine Mammal Stranding Network, (252) 241-5119.

  BEACH SAFETY  
Each town designates beach areas where life guards are on duty and the schedule for these services. Contact town halls for information.

All Dare Co. solid waste is sent to a commercially operated regional landfill located in Bertie County. Tipping fees are reflected in the towns’ tax rate.
NC statutes prohibit the following in solid waste sent to landfills: yard waste, aluminum cans, anti-freeze, tires, motor oil, lead acid batteries, paint, hazardous materials (pesticides, herbicides, chemicals, etc.)

Dare Co. does not have a countywide wastewater treatment system. Manteo and Stumpy Point have their own wastewater treatment plants.  Kill Devil Hills has a wastewater treatment plant with both commercial and residential customers that serve part of the Town. There are several private treatment plants that serve some real estate developments. Most county residents rely on individual on-site wastewater systems. The League of Women Voters of Dare County is a nonpartisan political organization which encourages informed and active participation in government, works to increase the understanding of major public policy issues, and influences public policy through education and advocacy. The local League is affiliated with LWV-NC at the state level and LWV-US at the nationallevel.

In Dare County, the League sponsors candidate forums prior to local elections for town, county, and state officials and publishes a voters’ guide about candidates, their biographical information, and platforms. Monthly informational meetings on topics of local interest are held for the general public. An annual project is the printing and distribution of the Dare County Citizen’s Guide which contains information about government and county services.

New members are welcome at any time. Membership is open to women and men, 18 years and older. Annual dues are $55 for an individual member, $80 for a household membership. No fee for students up to the age of26.

The League‘s website contains information about membership, programs, the monthly newsletter, the annual Citizen’s Guide, and contact information. There are links to the state and national organizations. The website is www.LWVDareNC.org.
